The Lilydale District Progress Association's committee wrote to Ben Lomond Water ( 8th April ) it included "We respectfully request BLW to clarify and communicate with those people who will be affected by its plan for Lilydale. Lalla Road and beyond; residents want to know if there will be a service fee even if they don’t connect. There is an opportunity here for BLW to enter into consultation in the true meaning of the word."

Lilydale Water Supply

Thank you for your letter received on 8th April 2011.

As you would be aware, prior to the formation of Ben Lomond Water the Lilydale water supply was run by Launceston City Council, which undertook a number of reviews of that scheme, on of which was shortly before the transfer. This review recommended that the most appropriate means of providing treated water to Lilydale was to construct a pipeline from the existing North Esk trunk main.

One of the benefits whch Council saw was that the likely pipe route included the opportunity to provide reticulated, treated water to Karoola and Lalla. While we currently have consulting engineers undertaking the design of the pipe route, it is not yet finalised. Our expectation is that it will provide the ability to supply reticulated, treated water to both Lalla and Karoola as recommended by the Counicl. However, we have not yet made any decisions in this regard.

The principal reason Ben Lomond Water was formed was to improve water and sewerage servides to a range of communities. To this end the water quality regulator, the Director of Public Health, has provided Ben Lomomond Water with a 'Priority Project list' of communities which require improved water quality. Lilydale was included on this list because it has Tasmania's worst water quality.

You may recall, as mentioned in provious correspondence, that it was for this reason that the Deputy Director of Public Health ( Dr C Pickin) mentioned at last year's meeting that it was the Department of Health and Human Services which was forcing Ben Lomond Water to ungrade the water supply. Whislst Launceston City Councl may have had an option, w have no choice but to provide fully treated water and deliver the health benifits that will follow.

You have raised the issue of community consultation. Based on information recieved from both Launceston City Council and members of the Lilydale community it would seem that ongoing discussion and community consultation has been undertaked over more that two decades.

We Will continue to keep the community informed as the project is further developed. As mentioned, we have already held one public information session and as greater detail becomes available on plans for the pipelines's route are developed in consultation with relevant land owners, we will hold further information sessions.

We look forward to future opportunities to discuss the project with you , your Association and the Lilydale community.
